The United Houma Nation, Inc. (UHN, Inc.) currently has eight (8) employment positions to be filled.  The announcement is open to the end of the day Friday, August 16, 2024 or until filled.

Budget Analyst:

The Budget Analyst position will support tracking, spending, and reporting for grant requirements and tax documentation. The analyst will be responsible for expanding UHN, Inc. current tracking systems for federal and non-federal expenditures and prepare the UHN, Inc. for federal single year audit. The individual will aid in ensuring timely documentation and payment of approved expenditures that are allowable according to grant or funder guidelines as well as internal UHN, Inc. fiscal policies and procedures.  The position will be full-time.

Roles and Responsibilities of this Position

  • Review and enhance UHN, Inc. existing systems for tracking expenditures across federal and non-federal funding sources
  • Conduct monthly reviews of adherence to systems, assess efficacy, and make necessary adjustments
  • Assist and coordinate with the accounting firm to ensure timely reporting to the Budget and Finance Committee
  • Prepare fiscal reports as required by grantors in a timely manner
  • Assist staff with documentation and coding issues to ensure accurate reporting and compliance
  • Prepare documentation for single year audits
  • Other duties as assigned

Required Qualifications

  • Bachelor’s degree in accounting, business management, or equivalent training along with three years of relevant experience
  • High levels of organization
  • Budget management and familiarity with federal uniform guidance for grant funding and single-year audit procedures

Project Coordinator – Communication Enhancement:

time project coordinator to coordinate Phase Three of the UHN Hazard Mitigation and Resilience Plan – Communication Enhancement. This phase will include completion of a needs assessment and development and implementation of a communication plan along with capturing oral histories of UHN. Responsibilities will be to support across all aspects of the communication phase, including supporting development and implementation of community engagement efforts, coordinating with the communications and marketing firm, and leading the maintenance of communications after the transition from the communications and marketing firm to the UHN staff. The Project Coordinator will be responsible for developing detailed project plans, tracking progress, measuring performance, maintaining comprehensive program documentation, and support reporting on the efforts in line with federal funding requirements. The program coordinator will report to the Program Manager for all project reporting and management requirements.

  • Build and maintain partnerships with various stakeholders, partners, and leaders for the success of implementing the project
  • Design and implement stakeholder engagement plans to integrate resident and UHN citizen perspectives into communications strategies

Project Coordinator – Community-Led Migration:

The United Houma Nation (UHN) is hiring one full-time project coordinator to coordinate Phase Five of the UHN Hazard Mitigation and Resilience Plan – Community-Led Migration. This phase will include convening a committee to engage UHN citizens to develop a migration strategy for the Tribe, community learning around various land stewardship approaches, and implementing a pilot program. Responsibilities will be to support across all aspects of the community-led migration phase including coordinating the migration committee, supporting strategy development, and designing co-learning around land stewardship capacity expansion. The Project Coordinator will be responsible for developing detailed project plans, tracking progress, measuring performance, maintaining comprehensive program documentation, and support reporting on the efforts in line with federal funding requirements. The program coordinator will report to the Program Manager for all project reporting and management requirements.

Roles and Responsibilities of this Position

Project Coordinator – Resilience Hub Retrofits:

Two full-time Project Coordinators are being sought to coordinate Phases One and Two of the UHN Hazard Mitigation and Resilience Plan. These two phases will include retrofitting existing buildings based on plans developed in collaboration with community residents and implementing programming within those buildings. Responsibilities will be to shepherd the project, including coordinating the steering committee for each parish (there will be one for each); managing the consulting firm(s) conducting the design and implementation of facility improvements; and implementing programming after completion of improvements. The Project Coordinators will be responsible for developing detailed project plans, tracking progress, measuring performance, maintaining comprehensive program documentation, and support reporting on the efforts in line with federal funding requirements. The program coordinator will report to the Program Manager for all project reporting and management requirements. The positions are full-time.

Senior Program Manager:

Senior Program Manager will oversee a team of project coordinators who will implement portions of the five-phase UHN Hazard Mitigation and Tribal Resilience Plan. This will include significant community engagement; overseeing engineering, design, and implementation of retrofits to seven existing buildings to increase their resilience; professional communications plan development and implementation; and development of additional plans including community-led migration and a 10-year master plan. The main function of this position is to support the UHN in achieving the objectives and outcomes of the current NOAA-funded implementation effort of the Plan by initiating, planning, executing, and monitoring program activities and team members to meet project timelines and deliverables on budget. The Program Manager will be responsible for developing detailed project plans, tracking progress, measuring performance, maintaining comprehensive program documentation, and ensuring that the efforts comply with federal funding requirements. The senior program manager will coordinate between different efforts, sustain forward momentum, and support the Tribal Administrator in meeting all reporting and management requirements. The position will be full-time.

Executive Director:

The Executive Director is responsible for the day-to-day operations of the United Houma, Inc.  This position engages with Board of Director and works under the supervision of the Board President to ensure short- and long-term planning of tribal programs and activities are consistent with community needs.  This individual oversees all grant operations including development, writing, implementation and reporting.  The Executive Director makes necessary decisions to ensure operations are conducted within the organization’s policies and procedures as well as those rules and regulations governed by grantors and funders.  Public presentations and community engagement may be coordinated with tribal government.

  • Develops and maintains organizational policies and procedures for Board review and approval that are consistent with the its mission and vision
  • Writes and drafts correspondences for the Board including preparing statements and positions for consideration of approval
  • Defines, implements, maintains and improves overall institution operational processes to attain maximum efficiency and outstanding customer service on behalf of tribal citizens served
  • Serves as the contracting authority for all services and other contracts, negotiations and activities as authorized by the Board
  • Strategies, coordinates, and seeks funding for existing and emerging tribal services
  • Captures input and engages tribal citizens to determine the effectiveness of program services
  • Develop and monitor the annual budget, accounts receivable, and payable, and overall fiscal management
  • Manage and oversee daily finances; provide monthly financial statements to the UHN, Inc. Finance Committee
  • Coordinate constituent contact for legal notices and informational campaigns
  • Ensure grant management is complying and current
  • Coordinate and lead employee recruitment, hiring, terminations, orientation and training
  • Determines employee classifications and ensures completion of all appropriate paperwork for new and terminated employees
  • Performs other related duties as assigned by the Board

Required Qualifications

  • REQUIRED:  A Masters’ Degree in Business Administration, Management, Finance, Accounting, Community Development, or a related field
  • REQUIRED:  Prior experience working in management and development

Vocational Rehabilitation Director:

The Vocational Rehabilitation Director oversees the tribal vocational rehabilitation program and staff to ensure eligible tribal citizens are able to access comprehensive vocational rehabilitation services that are culturally competent throughout the tribe’s six parish service area.  The position is responsible for all professional decision making, policy development to ensure program operations are conducted within tribal and federal law, policies and procedures.

Roles and Responsibilities of this Position

  • Supervises all program activities and vocational rehabilitation staff on a daily basis
  • Leads tracking and monitoring of program activities
  • Completes annual and other required reports for the Department of Education and Tribal Council as requested
  • Develops and maintains program policies and procedures that are consistent with the mission and vision of the program and engages tribal citizens with disabilities in that development
  • Conducts monthly case management to ensure consumer progress and accountability of staff while ensuring appropriate adherence to policies and procedures
  • Serves as the contracting authority for all services and other contracts, negotiations and activities under this grant award
  • Prepares grant applications as required
  • Ensures confidentiality of files and all decisions regarding eligibility and service provision are made by designated tribal staff and in accordance with federal law
  • Captures input and engages tribal citizens to determine the effectiveness of vocational rehabilitation services
  • Develop and monitor the annual budget, accounts receivable, and payable, and overall fiscal management. Manage and oversee daily finances; provide monthly financial statements to the UHN Finance Committee
  • Ensure grant management is complying and current
  • Performs other related duties as assigned by supervisor

Required Qualifications

  • REQUIRED:  A Bachelors’ Degree in Rehabilitation Counseling Social Work, Family and Consumer Sciences, or a related field
  • REQUIRED:  Prior experience working in supervising direct client service provision
  • PREFERRED:  Prior experience in vocational rehabilitation or a closely aligned field
  • PREFERRED:  Prior management experience
  • Must have excellent verbal, written and communication skills
  • Must be able to develop and maintain effective working relationships with community members and partner organizations
